The plugin works as described, but as long as the developer went to the trouble of creating a settings page, it doesn’t make sense he would word it so confusingly. Why not just have a heading that says “Hide Admin Bar for:” and then two checkboxes “Admins” and “Non-Admins”? Plus it should have options to pick which roles hide the admin bar, not just two. I recommend Admin Bar Disabler instead (https://wordpress.org/plugins/admin-bar-disabler). Not only is it easier to understand the settings, but more importantly you can choose who sees the Admin Bar for all the different roles.
